Abstract— The National Innovation System found that research in Jordan did not contribute sufficiently to economic growth and solving real-world challenges, particularly those related STEM (science, technology, engineering, mathematics). This was attributed several reasons, including the inability of educational curricula guide students dealing with issues. In addition, education is content-intensive primary school children lack time build functional competencies such as problem-solving. Therefore, it necessary adopt an approach allowing learn theoretical content on their own while allocating class practice problem-solving activities teacher peers. To address this gap, study aimed at designing engineering-based module for a flipped classroom aid grade seven developing abilities based Merrill’s first principles instruction instructional design model. generate components aspects, semi-structured interviews were performed 9 subject matter experts. Then, 29 experts responded offered consensus what reached previous interview. A total 36 items discussed by expert panel using Likert 7-point scale fuzzy Delphi approach. five-module aspects namely; form integration, assessment, resources, pre-class in-class activities, determined. will usher new era Ministry Education. planning teaching integrated disciplines line Jordan’s vision 2025 equip all learners 21st-century skills enhance standards international levels.
